Justin R. Murphy
Director of Labor Relations & Policy Services

Justin R. Murphy currently serves as the Director of the Labor Relations & Policy Office, having assumed that role in 2021. He began working for Madison-Oneida BOCES as a Labor Relations Specialist in August of 2010. Prior to his work with BOCES, Justin worked in private practice for more than 15 years with an emphasis on litigation defense and family law matters. While in private practice, Justin served as a court-appointed law guardian in multiple judicial districts. In 2004 he was appointed as City Attorney for the City of Oneida, where he served for five years. As City Attorney, Justin was responsible for the Oneida City’s various legal affairs, including code enforcement, municipal litigation, contract drafting, zoning and land use. Justin received his Bachelor’s Degree from Hobart College and his Master's in Business Administration and Juris Doctor degree from Syracuse University.

Kristine A. Kipers
Labor Relations Specialist

Kristine A. Kipers began working for Madison-Oneida BOCES as a Labor Relations Specialist in 2018. Prior to her work with MOBOCES, Kristine worked at the Workforce Development Board of Herkimer, Madison, and Oneida Counties as a project director and contract administrator for federal and state grant programs. She was also the EEO officer for the agency. Prior to that, she worked in private practice for more than 10 years in the areas of civil and family law matters, with an emphasis on representing children in family court. Kristine received her Bachelor’s Degree from St. Bonaventure University and her Juris Doctor degree from Syracuse University.

Stephen L. Pearce
Labor Relations Specialist

Stephen L. Pearce began working for Madison-Oneida BOCES as a Labor Relations Specialist in August of 2021. Prior to joining MOBOCES, Steve worked for the Oneida County Attorney’s Office for fourteen years representing the Department of Children and Family Services prosecuting child abuse and neglect cases. After graduating from law school, Steve started his career with a private practice law firm in Oneida County where he advised clients on commercial matters and litigated a variety of cases in County, City and local Courts. An appointment with the Corporation Counsel’s Office for the City of Utica launched his career in public service where he worked on a variety of regulatory matters. Steve then accepted an Assistant County Attorney position with the Oneida County Attorney’s Office where he prosecuted juvenile delinquent cases while also handling legal affairs related to the County Airport and Murnane Field. Thereafter, Steve was appointed by then Governor Pataki to represent the NYS Department of Taxation and Finance in Federal Bankruptcy Courts for the Cities of Utica, Syracuse, and Binghamton, a post he held for eight years. Steve received his Bachelor of Arts degree from Lafayette College and his Juris Doctor degree from Syracuse University.

Kimberly A. Kolch
Labor Relations Specialist

Kimberly A. Kolch joined Madison-Oneida BOCES as a Labor Relations Specialist in 2022. Immediately prior to her work with BOCES, she was an Assistant County Attorney for Oneida County where she drafted contracts for the Department of Family and Community Services and handled abuse, neglect, juvenile delinquency, and adult guardianship matters in Family and Supreme Courts. She spent fifteen years as an attorney practicing immigration law, in non-profit and private offices in Texas, Louisiana, Buffalo, and Utica. She received her Bachelor’s Degree from Le Moyne College and her Juris Doctor from Marquette University.

Julia F. DePietro
Paralegal

Julia F. DePietro is one of the newer additions to Madison Oneida BOCES, as of 2022. She began working within the Labor Relations Office as a Paralegal. Leading up to her time in Labor Relations, Julia worked through a private government contracting company on the Griffiss Airbase in Rome, NY within the company's Human Resources department. Her personal resume consists of creating and running a town assisted summer camp program for the children in her district, volunteering as a travel softball coach/instructor, serving as a peer mentor, and much more that led her to Madison Oneida BOCES. Julia's educational background consists of graduating from a local high school with honors and then furthering her education at Cazenovia College (Cazenovia. NY), obtaining her degree(s) in a Bachelor of Science studies of Criminal Justice and Psychology, double minoring in Pre-law and Sociology.

Kathleen L. Parker
Sr. Office Specialist I

Kathleen L. Parker began working for Madison-Oneida BOCES in October 2006 in the Central Business Office as a Senior Account Clerk. Working in the CBO office, she was introduced to the various services the BOCES offers to districts and other BOCES. In October 2010, she joined the Labor Relation and Policy Office as the Senior Office Specialist. Prior to employment with Madison-Oneida BOCES, Kati worked at O'Brien and Gere Engineers in Syracuse and Bailey, Haskell, Lalonde in Oneida. Along with office administration work, she supports Jennifer Russ in the Board Policy services available through the Labor Relations and Policy Office. Kati also works extensively on the salary survey that is published yearly for the participating districts and BOCES.
