Justin R. Murphy
Director of Labor Relations & Policy Services
Justin M. Murphy currently serves as the Director of the Labor Relations & Policy Office, having assumed that role in 2021. He began working for Madison-Oneida BOCES as a Labor Relations Specialist in August of 2010. Prior to his work with BOCES, Justin worked in private practice for more than 15 years with an emphasis on litigation defense and family law matters. While in private practice, Justin served as a court-appointed law guardian in multiple judicial districts. In 2004 he was appointed as City Attorney for the City of Oneida, where he served for five years. As City Attorney, Justin was responsible for the Oneida City’s various legal affairs, including code enforcement, municipal litigation, contract drafting, zoning and land use. Justin received his Bachelor’s Degree from Hobart College and his Master's in Business Administration and Juris Doctor degree from Syracuse University.

Andrew V. Lalonde
Labor Relations Specialist
Andrew V. Lalonde began working for Madison-Oneida BOCES as a Labor Relations Specialist in November of 2006. Immediately prior to his work with the BOCES, he worked in the private sector with an emphasis on municipal, labor, land use, and workers’ compensation law. Andy began his legal career as a municipal attorney, having served as the city attorney for both the Cities of Rome and Auburn, New York. As a city attorney, he was responsible for coordinating all the legal affairs of the government. He has extensive experience with labor negotiations, labor management, grievances and arbitrations, employee and student discipline, historic preservation law, and experience in state and federal courts. He has also worked regularly with various state and local governmental agencies. Andy received his Bachelor’s Degree from the State University of New York (Buffalo), his Master's Degree from the State University of New York College of Environmental Science & Forestry and his Juris Doctor degree from the Syracuse University Law School.

David M. Pellow
Labor Relations Specialist
David M. Pellow began working for Madison-Oneida BOCES as a Labor Relations Specialist in 2007. Prior to that, Dave gained more than 30 years of experience representing management in labor and employment law matters, first with a large Syracuse-based law firm and then managing his own firm. His experience with school district labor matters began with the 1977 teacher strike in North Syracuse. He has made numerous presentations on labor law and general school law matters for the NYS School Boards Association, the School Study Council of Syracuse University, and Management Advocates for School Labor Affairs (MASLA). He served as President of the Onondaga County Bar Association and as a Board member of the Onondaga County Bar Foundation. He also co-chaired the Equal Employment Opportunity Law Committee and the Legislation Committee of the Labor and Employment Law Section of the New York State Bar Association. Dave received his Bachelor's Degree from Boston College and his Juris Doctor degree from the University of Michigan Law School.

Kristine Kipers began working for Madison-Oneida BOCES as a Labor Relations Specialist in 2018. Prior to her work with MOBOCES, Kristine worked at the Workforce Development Board of Herkimer, Madison, and Oneida Counties as a project director and contract administrator for federal and state grant programs. She was also the EEO officer for the agency. Prior to that, she worked in private practice for more than 10 years in the areas of civil and family law matters, with an emphasis on representing children in family court. Kristine received her Bachelor’s Degree from St. Bonaventure University and her Juris Doctor degree from Syracuse University.

Labor Relations Specialist
Stephen Pearce began working for Madison-Oneida BOCES as a Labor Relations Specialist in August of 2021. Prior to joining MOBOCES, Steve worked for the Oneida County Attorney’s Office for fourteen years representing the Department of Children and Family Services prosecuting child abuse and neglect cases. After graduating from law school, Steve started his career with a private practice law firm in Oneida County where he advised clients on commercial matters and litigated a variety of cases in County, City and local Courts. An appointment with the Corporation Counsel’s Office for the City of Utica launched his career in public service where he worked on a variety of regulatory matters. Steve then accepted an Assistant County Attorney position with the Oneida County Attorney’s Office where he prosecuted juvenile delinquent cases while also handling legal affairs related to the County Airport and Murnane Field. Thereafter, Steve was appointed by then Governor Pataki to represent the NYS Department of Taxation and Finance in Federal Bankruptcy Courts for the Cities of Utica, Syracuse, and Binghamton, a post he held for eight years. Steve received his Bachelor of Arts degree from Lafayette College and his Juris Doctor degree from Syracuse University.

Policy & Benefits Coordinator
Jennifer L. Russ began working for Madison-Oneida BOCES in March of 2001 as a Labor Relations Secretary. She became a Labor Relations Associate in January of 2003 and the Policy & Benefits Coordinator in October of 2015. Before working for the BOCES, Jennifer spent approximately 10 years in the private sector working as a legal secretary for various local law firms. Since coming to the BOCES, Jennifer has received an Associate's degree in Paralegal Studies and a Bachelor's degree in Business Administration from the State University of New York. Jennifer works extensively in the areas of policy development, negotiations support and research. She has assumed primary responsibility for the Policy Services available through the Labor Relations and Policy Office.

Labor Relations Associate
Vera Lucia B. Canova began working for the Madison-Oneida BOCES in January of 2020 as a Labor Relations Associate. Before working for the BOCES, Vera spent three years as a legal secretary for a local health system and 11 years as an office manager at LaFave, White, and McGivern. Vera has an Associate's degree in Business Administration and hopes to continue her education to better serve the BOCES.

Sr. Office Specialist I
Kathleen L. Parker began working for Madison-Oneida BOCES in October 2006 in the Central Business Office as a Senior Account Clerk. Working in the CBO office, she was introduced to the various services the BOCES offers to districts and other BOCES. In October 2010, she joined the Labor Relation and Policy Office as the Senior Office Specialist. Prior to employment with Madison-Oneida BOCES, Kati worked at O'Brien and Gere Engineers in Syracuse and Bailey, Haskell, Lalonde in Oneida. Along with office administration work, she supports Jennifer Russ in the Board Policy services available through the Labor Relations and Policy Office. Kati also works extensively on the salary survey that is published yearly for the participating districts and BOCES.
