Meet Our Senior Administrators

Scott A. Budelmann, District Superintendent

Scott A. Budelmann was appointed District Superintendent in 2020. Prior to that, he served as Deputy Superintendent of MOBOCES and Assistant Superintendent for Administrative Services at MOBOCES. In these roles, he oversaw financial, legal, policy, technology, facilities, human resources and a variety of other departments and services in addition to advising the District Superintendent in a variety of matters. Before becoming Assistant Superintendent, he served as a School Attorney and Labor Relations Specialist at MOBOCES for 10 years, including five years as the Coordinator of his department.

Before joining MOBOCES in 2001, Mr. Budelmann served as a Labor Law Attorney and Union Representative with SEIU Local 200 in Syracuse, as a Business Law Adjunct Instructor at SUNY Potsdam, as an Assistant Public Defender for St. Lawrence County, and a variety of other legal and community service roles, including Disability and Poverty Law Attorney and Homeless Task Force Coordinator. Prior to becoming a lawyer, he worked as a mental health advocate, teaching assistant and employment specialist for people with mental and physical disabilities.

Mr. Budelmann holds School District Leader and School District Business Leader certifications from the NYS Education Department. He earned his bachelor’s degree from Indiana University Bloomington, his law degree from SUNY Buffalo, and certificates of advanced study from SUNY Cortland (School District Business Leader) and Niagara University (School District Leader).

Lisa Decker, Deputy Superintendent of Finance & Operations

Lisa Decker serves as Deputy Superintendent of Finance and Operations. The position oversees finance, operations, safety and security, generation infrastructure, and all management services/non-instructional departments. Lisa holds a bachelor’s degree in Economics from Utica College, a master’s degree in Business Management from SUNY Institute of Technology, and a certificate of advanced study as a School District Business Leader from SUNY Cortland.

Before assuming her current role, Lisa served as the MOBOCES Director of Finance/Chief School Business Official for 15 years. Her daily duties included overseeing and managing all aspects of BOCES budgeting, financial controls, state aid payments, finance policies, and inventory control, as well as supporting facilities project planning, grants implementation, and vendor contract negotiations. She managed payroll and business office services for five districts, served as fiscal officer for the Madison-Oneida-Herkimer Worker’s Compensation Consortium, and supervised a number of services, including: health benefits coordination for 13 districts, cooperative bidding for 15 districts and Medicaid data entry for 24 districts. Prior to serving as Director of Finance, Lisa was the Financial Manager for the Mohawk Regional Information Center for five years.

Lisa regularly represents MOBOCES on a local, regional and state level through various School Business Officials groups and she is a Past President of the New York State Association of School Business Officials. She also serves on the MOBOCES Continuous Improvement Team and has served as a guest presenter on school business leadership at SUNY Cortland. She completed a four-day School Risk Management Certification Course and completed the statewide School Business Officials Academy.

Heather Mahoney

Patricia M. Vacca, Assistant Superintendent for Curriculum & Instruction

Patricia Vacca joined the administrative team at Madison-Oneida BOCES in 2010 as the Assistant Superintendent for Curriculum and Instruction. The position oversees all instructional programs and services, including career and technical education, alternative education, special education, professional development, early childhood education and adult education. Patty also help lead several regional educational groups, including the Regional Instructional Leadership Team and Response to Intervention.

Before taking on her current role, Patty spent 14 years serving as director and assistant director of the Early Childhood and Community Services division at Madison-Oneida BOCES. She previously served as a coordinator in the BOCES divisions of Alternative and Special Education and Staff Development. She began her career as a preschool special education teacher, and she has also served as an adjunct professor at SUNY New Paltz. She holds a bachelor's degree in special education from SUNY Geneseo and a master's degree in reading from SUNY Cortland, and she holds permanent certifications as a school district administrator, a school administrator and supervisor, a K-12 reading teacher, an elementary teacher and a special education teacher.


Heather Mahoney, MORIC Executive Director

Heather Mahoney has been Director of the Mohawk Regional Information Center since 2010. In that capacity, she oversees instructional technology, data services, administrative support, and technical services to 50 schools and four BOCES in the Mohawk Valley and Northern New York. She reports quarterly to a 20-member governing body composed of administrators from component school districts and BOCES. As the head of one of the state’s 12 RICs, she serves a liaison to the State Education Department and currently serves as chairwoman of the Statewide RIC Directors Group. Through that position, she serves as project manager for a statewide Data & Identity Federation Program, helps coordinate the Common Data View Reports effort and has helped steer other statewide technology initiatives.

Before taking on her current role, Heather served as the Instructional Team Leader and a Senior Instructional Computing Specialist at MORIC. She previously worked as an elementary classroom teacher, an elementary reading specialist, a professional development online learning instructor and an instructional technology consultant. Heather is certified to teach in three states and also holds School Building Leader and School District Leader certifications. Heather is a recipient of a Mohawk Valley Educator Distinguished Service Award from The Genesis Group.

She earned her bachelor’s degree in elementary education from St. Bonaventure University with a concentration in math, science, and technology. Her master’s degree in education is from Johns Hopkins University with a concentration in Technology for Educators. She holds a Certificate of Advanced Study from SUNY Cortland.
